NGT Orders Action on Sauparnika River Pollution

The National Green Tribunal’s Southern Zone has directed the Udupi Deputy Commissioner and the Chairman of the Karnataka Urban Water Supply and Drainage Board to submit a detailed report on measures to stop untreated waste water from entering the Sauparnika River at Kollur. The case concerns long-standing pollution linked to sewage and sullage discharge from lodges, hotels and other commercial establishments near the Sri Mookambika Temple area.

Tribunal’s Direction

The Tribunal asked for a report with proposed action, approximate estimates and timelines. It also sought clarity on the volume of waste generated and whether the existing sewerage system has adequate capacity. The matter has been listed for the next hearing on 9 February 2026.

Background of the Pollution Issue

The Sauparnika River has reportedly been contaminated for several years due to discharge from nearby establishments. An Underground Sewerage Scheme was taken up in Kollur at a cost of Rs 19.97 crore in 2015 and completed in 2020. However, the pollution problem has continued despite the project’s completion.

Concerns Raised Before NGT

The Tribunal noted that the report submitted by the district administration was not exhaustive. It pointed out that the report did not clearly mention:

  • The quantity of waste water being generated.
  • The carrying capacity of the existing UGSS.
  • The extent of capacity enhancement required.
  • The estimated cost of improvements.
  • The timeline for implementation.

Pollution Control and Compliance

The Karnataka State Pollution Control Board has been directed to file a detailed report identifying violators and the action taken against them. The Tribunal also asked the Udupi Deputy Commissioner and the KUWSDB Chairman to appear through video conferencing. The case marks concerns over river pollution, sewerage management and enforcement of environmental norms in a major pilgrimage centre.
