Odisha Notifies Treated Used Water Policy

On 28 April 2026, the Government of Odisha notified the Policy on Reuse of Treated Used Water (TUW) of Urban Odisha, 2026. The policy was framed by the Housing and Urban Development (H&UD) Department for urban water security and resource management.

Treated Used Water Policy

Treated used water is wastewater that has undergone treatment for reuse in non-potable applications. The Odisha policy seeks to convert urban wastewater into a usable economic resource across Urban Local Bodies (ULBs).

Targets for Collection and Reuse

  • The policy sets a target of 100% collection, conveyance, and treatment of used water in all ULBs by 2030.
  • It mandates at least 20% reuse of treated water by 2030.
  • It sets a long-term target of minimum 50% reuse of treated water by 2036.
  • Cities with existing sewerage systems and sewage treatment plants must achieve at least 20% reuse within six months of notification.

Current Water and Treatment Status

Odisha generates about 1,104 Million Litres per Day (MLD) of used water. Only about 190 MLD is currently treated, which creates a gap between generation and treatment capacity.

Tariff and Incentive Framework

  • The policy introduces a Treated Used Water (TUW) Tariff Model with pricing below potable freshwater.
  • Farmers may receive water credits for using treated water.
  • Industries may receive tariff rebates and viability gap funding (VGF).
  • Residential societies may receive rebates for non-potable use of treated water.

Institutional Framework

The H&UD Department is the nodal authority for regulation, standards, and policy oversight. The Odisha Urban Academy (OUA) will handle capacity building, training, innovation, and research. The policy is aligned with the National Framework on Safe Reuse of Treated Water, 2023, and with the objectives of AMRUT 2.0. It covers urban wastewater reuse in Odisha’s municipal areas and ULBs.
