The Department of Consumer Affairs, Government of India, commemorated World Metrology Day 2026, marking the 151st anniversary of the historic Metre Convention signed in Paris on May 20, 1875. The theme for this year’s event is “Metrology: Building Trust in Policy Making,” emphasizing the role of precise measurement science in creating data-driven public policies, enabling consumer protection, and boosting international trade. During the celebrations, the Union Ministry highlighted key achievements, including the expansion of India’s legal metrology verification infrastructure, the introduction of advanced digital portals, and legislative reforms to improve the domestic manufacturing landscape.

Historical Foundations and Global Framework

Metrology is the scientific study of measurement. It establishes a common baseline for science, manufacturing, and commerce worldwide.

The Metre Convention of 1875

The Metre Convention, signed on May 20, 1875, by representatives of 17 nations, created an international framework to ensure global uniformity of measurement. This treaty established the International Bureau of Weights and Measures (BIPM), which is located in Sèvres, France. The BIPM maintains the International System of Units (SI), allowing scientists and industries across the globe to use identical reference standards.

The International Organization of Legal Metrology (OIML)

Established in 1955 and headquartered in Paris, the OIML is an intergovernmental treaty organization. It develops model regulations and standards to harmonize legal metrology procedures globally. These rules ensure that measuring instruments used in trade, healthcare, and public safety are accurate and mutually recognized across borders. India joined the OIML in 1956 and actively aligns its domestic laws with OIML guidelines.

OIML Pattern Approval Certifying Authority

India is the 13th country globally authorized to issue OIML pattern approval certificates. This designation allows the Department of Consumer Affairs to issue globally accepted certificates for weighing and measuring instruments. Domestic manufacturers can now export their precision products worldwide without paying additional testing fees to foreign agencies. This certification also allows India to test foreign-made instruments at its laboratories, generating foreign exchange through testing fees.

Exclusive Global Group of OIML Certifying Nations

India shares this certification authority with an exclusive group of twelve other nations, enabling it to influence international trade policies and standardizations directly.

Key Domestic Policy Initiatives and Digital Reforms

The Indian government has integrated digital governance into legal metrology to reduce regulatory burdens and improve compliance.

The e-Maap Digital Portal

The Department of Consumer Affairs launched the e-Maap portal as a unified digital platform for legal metrology services. The portal manages functions at both central and state levels, including:

  • Verification and stamping of commercial weights and measures.
  • Initial registration of manufacturers, importers, and packers.
  • Model approval certificates for new measuring instruments.
  • Online tracking of enforcement activities and compliance inspections.
Modernization of Laboratory Infrastructure

To support the “Make in India” initiative, the government established advanced Software Testing Facilities for weighing and measuring instruments. Developed in collaboration with the Centre for Development of Advanced Computing (C-DAC), these facilities are located at regional laboratories. They ensure that electronic scales and digital measuring devices are secure against software manipulation and fraudulent alterations.

Government Approved Test Centres (GATCs)

The government has issued 40 Government Approved Test Centre certificates to eligible private entities. This initiative expands verification capacity by allowing approved private players to verify and stamp non-standard weights and measures under strict governmental oversight, reducing backlogs at state-run laboratories.

The One Nation, One Time Initiative

This initiative focuses on distributing Indian Standard Time (IST) across the country with high precision. Coordinated through Regional Reference Standard Laboratories (RRSLs) and the National Physical Laboratory (NPL), it synchronizes telecom networks, power grids, and digital financial systems with a single national time source to maintain operational security and prevent data discrepancies.

Ease of Doing Business and Decriminalization

The government amended legal metrology rules using the Jan Vishwas (Amendment of Provisions) Act, 2026. This act decriminalized minor, first-time offenses under the Legal Metrology Act, replacing prison sentences with financial penalties. It also introduced mandatory “Improvement Notices” for minor violations, giving business operators a specific timeframe to correct administrative errors before facing formal penalties. This updates the regulatory environment from a licensing-based regime to a registration-based system.
