Delhi Launches Lakhpati Bitiya Yojana

The Delhi government has notified the Lakhpati Bitiya Yojana to support the education and long-term financial security of girl children. The scheme replaces the earlier Ladli Scheme and provides phased financial assistance from birth to higher education. The deposited amount may mature to ₹1.20 lakh with interest, subject to fulfilment of eligibility conditions.

Scheme Structure

The scheme provides assistance in instalments linked to age and education milestones. The notified support includes:

  • ₹11,000 at birth.
  • ₹5,000 on admission to Classes 1, 6, 9, 11 and 12.
  • ₹10,000 for a one-year diploma course.
  • ₹20,000 for a two- or three-year diploma course.
  • Up to ₹25,000 for a four-year graduation programme.

The total benefit can reach ₹61,000. The amount is deposited in the name of the girl child and becomes encashable only after she attains 18 or 21 years of age, depending on the milestone.

Eligibility Conditions

The girl child must be born in Delhi and must have been a resident of the National Capital Territory for at least three years before application. The annual family income should not exceed ₹1.20 lakh. Benefits are limited to two girls per family. The girl must study in a government, MCD, NDMC or recognised school in Delhi. Registration is allowed within one year of birth or at specified admission stages.

Application and Verification

Applications will be filed online through a dedicated portal. Required documents include the birth certificate, proof of residence, income declaration, school admission proof and immunisation records. The District Women and Child Development Officer will verify and sanction applications. Aadhaar-linked bank accounts will be used for credit of the matured amount.

Policy Significance

The scheme aims to encourage girls’ education, reduce the risk of early marriage and support entry into higher education and professional courses. Special provisions apply to girls in child care institutions. The assistance is non-transferable and non-refundable, and no loan or advance can be taken against it. In case of the beneficiary’s death, the amount will revert to the government.
