The Gujarat government’s 2026-27 budget places strong emphasis on health care, agriculture, irrigation, housing, education, skills, and industrial growth. Major allocations have been made for the PMJAY-MA health scheme, farm support, water infrastructure, and employment-linked development across districts. The budget also marks expansion of IVF services, modernisation of industrial estates, and support for local products and artisans.
Health and Social Protection
The state has allocated Rs 3,472 crore for the Pradhan Mantri Jan Arogya-Mukhyamantri Amrutam (PMJAY-MA) scheme. The scheme covers more than 2.72 crore people, and over 68 lakh beneficiaries have already received cashless treatment. IVF services are being expanded beyond Ahmedabad to Surat, Bhavnagar, and Jamnagar. Housing support has also been strengthened, with Rs 4,272 crore aimed at providing over 3.15 lakh houses under multiple schemes.
Agriculture and Irrigation Push
Agriculture remains a major budget priority. More than 33 lakh farmers affected by floods and unseasonal rain have received assistance worth over Rs 11,000 crore. Procurement at minimum support prices has benefited over 9.5 lakh farmers, covering crops such as groundnut, green gram, black gram, soybean, and cotton. The budget provides Rs 1,565 crore for farm mechanisation and Rs 39 crore for organic farming support. Irrigation projects, including Sujalam-Suflam, Sauni, and Kutch works, have received Rs 3,043 crore. Micro-irrigation under ‘Per Drop More Crop’ has covered 25 lakh hectares.
Education, Skills and Industry
The budget provides Rs 926 new P.M. Shri schools, Rs 120 crore for integrated schools, and Rs 100 crore for libraries in tribal areas. Science education under Namo Saraswati has received Rs 250 crore. Skill development and apprenticeship programmes have also been expanded. On the industrial side, 25 GIDCs will be modernised with Rs 1,250 crore, while new industrial estates will be set up in tribal districts. A Gujarat State Export Promotion Council will be created to support trade and exports.
Local Economy and Rural Development
The state has also focused on fisheries, livestock, bio-CNG plants, and rural enterprise. Under Vocal for Local, 90 handloom, handicraft, and rural products have been selected under One District, One Product. Artisans are being linked with domestic markets and e-commerce platforms to improve sales and regional balance.
