SAMPANN Adopted by Goa and Cochin Port Authority

The Government of India has marked a new step in digital pension administration with the adoption of SAMPANN by the State Government of Goa and the Cochin Port Authority. SAMPANN, or System for Accounting and Management of Pension, is the Department of Telecommunications’ cloud-based platform for end-to-end pension processing. It supports case initiation, sanction, authorisation, accounting and pension disbursement on a single digital system.

SAMPANN and Digital Governance

SAMPANN was developed under the Digital India vision to improve efficiency and transparency in pension management. It was dedicated to the nation on 29 December 2018. The platform is managed by the Office of the Controller General of Communication Accounts under the Department of Telecommunications. It is designed to reduce delays and improve service delivery for pensioners.

Adoption by Goa and Cochin Port Authority

The agreement for adoption was signed by representatives of the Office of Controller General of Communication Accounts, the Cochin Port Authority, and the State Government of Goa. The move is expected to extend the use of a proven national digital platform to more institutions. It reflects the growing preference for shared digital public infrastructure in governance.

Scale of Pension Disbursal

SAMPANN currently handles an average monthly pension disbursal of about Rs 1,650 crore. The total amount disbursed through the platform has crossed about Rs 72,000 crore. The system is intended to make pension administration more accountable, faster and citizen-centric. It also supports the wider shift towards paperless and technology-enabled public service delivery.

Broader Significance

The event also brought into light the role of digital public infrastructure in improving governance outcomes. The platform is seen as part of efforts to bring services closer to citizens and reduce dependence on physical office processes. The adoption may encourage other pension-disbursing bodies to integrate with SAMPANN for smoother administration.
