The evolution of the Unified Payments Interface (UPI) has been marked by innovations aimed at increasing speed, reliability, and accessibility. UPI Lite and various offline payment solutions represent the shift toward “frictionless” payments, specifically targeting low-value, high-frequency transactions that previously strained the core banking infrastructure.
UPI Lite: The On-Device Wallet
UPI Lite is a simplified version of the standard UPI interface, functioning as an “on-device” wallet. It enables users to make small-value, real-time payments without the need for a UPI PIN for each transaction, thereby significantly reducing latency.
- Operational Framework: Users load a specific amount of money from their linked bank account into the UPI Lite balance stored locally on their device.
- Transaction Limits:
- Single transaction limit: Up to ₹1,000.
- Maximum account balance: Up to ₹5,000.
- Total daily limit: Up to ₹10,000 within 24 hours.
- Key Advantages:
- PIN-Free: No UPI PIN is required for transactions up to the prescribed limit, ensuring faster checkout.
- Success Rates: Since the transaction is processed using the local balance, it is decoupled from the core banking systems of the remitter bank, resulting in higher success rates during peak hours.
- Clean Statements: Transactions are aggregated and appear as a single entry in the user’s bank passbook, preventing bank statements from being cluttered by numerous micro-transactions.
- No Additional KYC: It does not require separate Know Your Customer (KYC) compliance, as the funds are pulled from an already KYC-verified bank account.
Offline UPI Payment Solutions
Offline payment solutions address the challenge of digital inclusion in areas with intermittent or no internet connectivity. These solutions ensure that the benefits of the digital economy reach users with limited digital infrastructure.
UPI 123PAY for Feature Phones
Launched by the National Payments Corporation of India (NPCI) in 2022, UPI 123PAY allows feature phone users to participate in the digital payment ecosystem without the need for a smartphone or internet access.
- Modes of Operation:
- IVR (Interactive Voice Response): Users call a predefined number, select options through voice commands, and perform transactions.
- Missed Call: Users can initiate payments by giving a missed call to a registered number, followed by an IVR callback to authenticate the transaction.
- OEM/App-based: Integration provided by handset manufacturers directly within the feature phone firmware.
- Sound-based: Utilizes proximity-based sound waves to facilitate contactless payments between devices.
USSD-based Service (“99#)
The “99# service is a pioneer in offline digital banking in India, managed by the NPCI.
- Functionality: Users dial “99# from their registered mobile number. This opens an interactive menu that allows for balance checks, fund transfers, and setting of UPI PINs.
- Reach: It is designed to work on the GSM network, making it compatible with any basic mobile handset.
- Cost: Transactions generally incur a nominal service charge (e.g., ₹0.50 per transaction), as stipulated by the telecom service providers.
Comparison: UPI vs. UPI Lite vs. Offline Solutions
| Feature | Standard UPI | UPI Lite | Offline (“99# / 123PAY) |
| Internet Required | Yes | Generally No | No |
| PIN Required | Yes | No (for small amounts) | Yes |
| Primary Use Case | Large, high-value transfers | Micro-transactions (groceries, tea) | Basic banking/payments for non-smart users |
| Infrastructure | Core Banking System | On-device wallet | USSD/IVR/Sound-based |
Key Technical and Regulatory Pillars
- Auto Top-up: UPI Lite now supports an “Auto Top-up” feature. When the balance in the UPI Lite wallet falls below a user-defined threshold, funds are automatically replenished from the linked bank account, ensuring uninterrupted service.
- Security Standards: While UPI Lite removes the PIN requirement for small transactions, it remains governed by the same underlying security protocols of the NPCI. Authentication occurs at the wallet-loading stage, and the “on-device” nature adds a layer of hardware-level protection.
- Financial Inclusion: By catering to both feature-phone users and those in low-connectivity areas, these solutions play a critical role in the “Last Mile” reach of India’s digital economy, reducing the dependency on physical cash for daily micro-payments.
